BPRO operates under an interoperable framework established by the BBPS under RBI and NPCI Bharat BillPay Limited. Its pricing policy revolves around two primary mechanisms: Convenience Fees charged to consumers and Transactional Commissions distributed among service providers.
1. Consumer Convenience Fees (Capped & Regulated)
Service providers and agents are authorized to charge a convenience fee for bill processing, though it is often waived for digital transactions.
- Digital Transactions: Typically ₹0 to ₹5 depending on the bank or platform, though many consumer-facing banking apps levy zero convenience fees for digital payments.
- Physical / Cash Transactions (Agent Outlets): Usually calculated on a tiered slab:
- Transactions ₹1 - ₹1,000: Max. ₹5
- Transactions ₹1,001 - ₹2,000: Max. ₹15
- Transactions ₹2,001+: Max. ₹25
2. Transaction Charges / Biller Revenue Share (Capped by NPCI)
For backend processing between the Customer Operating Unit (COU) and the Biller Operating Unit (BOU), NPCI issues strict caps to standardize revenue-sharing and keep costs low.
- All services (Eg: fastag): Capped at ₹2.5 for digital modes and ₹5.
3. Agent & Retailer Commission Models
Agents who facilitate the transaction earn a commission from the Aggregator. This varies based on the biller category and mode of transaction (physical vs. electronic):
- Services: Commission is typically 0% to a max. cap of ₹25, as the service heavily depends on the payment method.
The exact margin is usually negotiated by the BBPOU (Bharat Bill Payment Operating Unit) handling the agent network.
